Any recruit you have scouted to level four, will come up in a search showing his ratings at the lower levels. This would give us a perspective view. In other words Recruit A is level 4 and has an ATH of 70, but what did he show as a Level 1 to compare with later recruits with "like" data to compare against. That ATH 70 could be coupled with a STA of 45 and a DUR of 45 and have been a "C" (or an F) when he was at level 1. Just a recruiting aid for those of us who do not do spreadsheets and record each stage of the recruiting process.
