You're getting partial credits for some reason. It's been discussed a few times but I didn't pay attention because it's never happened to me.

If you had more than 6 openings you start getting fractions back when you start signing recruits.

You also only get half resources (10 AP) when someone transfers away and thus when you sign anyone in RS2 assigned AP isn't evenly divisible by 20 anymore.
