That's kinda what it looks like when you promise a different number of minutes over an existing promise, except without the second withdraw. Very strange, has to be a glitch.

I got a response but it's what we know. If you promise minutes again, the system withdraws previous minutes. I know, since I noticed the minutes being withdrawn, that I've offered again. I just don't think I offered more than once before the withdraw popped up.

Nonetheless, on the player card, it shows minutes promised. I'm just gonna leave it the hell alone.
