Coach Hiring - Bench Coach with high fielding IQ Topic

Everyone's favorite topic! My fielding coach (84 fielding IQ) from last season wants to be my bench coach (84 strategy rating) for 2.9 million. My question is, does a high fielding IQ Bench coach eliminate the need to spend big on a high IQ Fielding coach? Or, rather, does the fielding rating of the bench coach matter as much as the fielding rating of the Fielding coach?

I know this has likely been answered, I searched the forums and couldn't find it discussed anywhere.

It's been stated that Bench helps in all areas but I don't think his effects help the entire organization like the FI. I believe his influence is restricted to the BL level.
