Instead of having baseline linked to real life, why not have baseline be a 50 year baseline within that world? If you're a coach who stays for 30+ seasons at a school and builds them into a perennial power, your baseline goes up. Duke wasn't anything special until Coach K got there, now they'll be a prominent basketball school well past when he's gone. UCLA will always have Wooden and the tradition. Why not account for that in HD?
Or you could go a separate route -- Have baseline tied more towards real life budgets and fan enthusiasm. It always baffled me that Indiana was an A- baseline job in HD. Seroiusly? Maryland has a higher baseline than the Hoosiers?
tkimble, I've been advocating the first option for years. This is a game meant to build a dynasty. The damn site is called "whatifsports". The whole point of what if is what if this happened, not how fast can you jump on a team that is already a real life powerhouse, or you can never build this team to be a true powerhouse, because of their baseline prestige. The only effect real life should have is the team names, divisions, conference. That is it. Set the world free from there.
It's the reason DII and DIII were so fun is you weren't limited by capped prestige always looking up at the traditional powerhouse teams. You could build an actual dynasty at any program.
