From reading the forums it appears that batter development is based on the number of games that they play in (or at least that is the impression I have). For pitchers is it based on the number of games or number of innings? For instance, if I have a two pitch pitcher who I would like to one day be a closer at my major league level is it better to start him out as a starter in the minors to get as many innings as possible or is it better to get him into as many games as possible as a reliever in the minors?
