When can ineligible recruits become eligible? Topic

I'm sure I've seen this discussed, but couldn't find it. Are there specific times during the recruiting cycles that ineligible recruits take the tests so that they can become eligible? And do any ineligible recruits become eligible after phase 2 stars?

My most recent ineligible signee became eligible 2 days after RS2 and 2 days before the NBA Draft.
