I took a guy with the first pick that said "will sign if drafted in the first round". I gave him an offer and he said "he's content with your offer, but still may go to college". Is it just a matter of time until he shows up or may he still go the college route?

He'll let you know. You'll get an e-mail saying he's decided to play pro ball, but has raised his demands. Don't do anything until you get another e-mail.
