First time recruiting in HD. In GID you had to knock a SIM entirely off a recruit for that recruit to sign with your team. Is that the case with HD? If I have "very high interest" and an offered scholarship and two SIMs with low interest and no schollies offered, then can I anticipate the player will sign eventually?

You won't be able to knock them off completely. When the recruit is ready to sign (based on preference and RNG) he will sign with a team that is either high or very high at that point (and have offered a scholarship). If you're the only one who meets that criterium, he signs with you. If other teams also meet it, there is a roll of the dice based on percentages. You will see those percentages after the signing if you were in the running.

Most of the time, if you knock a Sim down early enough, they will move on to another player. However, this is not always the case - sometimes they will continue to pursue a player.

At Low, SIMs keep putting forth effort. At Very Low, they move on.

This is correct. If you're working on pushing a sim down, don't stop if they drop from very high to low. Continue effort until the sim is very low. At that point you are only vulnerable to humans that will push for that recruit
