Yes, if you use one or two more AP it will unlock. I’m pretty sure it means your just at 99.7%, not 100%.

When you do your math to figure out how much AP you need to unlock things, be sure to add a couple as cushion to prevent this from happening.

I always do. In this case, it wasn't my intent to unlock the promises on that cycle. I had just offered the scholarship to process, and i'm chasing other players as well. So I did everything I wanted to do with my AP elsewhere, and I just gave this recruit the remaining AP I had left to spare for that cycle.

I just haven't seen it stop on 100 exactly, ever in my coaching career.
