Pitcher Fatigue Entering The Playoffs Topic

Need clarification on how pitcher fatigue works in the playoffs for an OL. I understand that owners can no longer "bank" the innings of a Bob Milacki or a Rich Hill type to dominate the playoffs w/ multiple starts. Is it correct that pitchers are set to 95% of their allotted innings heading into the playoffs? So whether Rich Hill has pitched 10 innings or 32 innings (~10% over his 29 IP) in the regular season, he is assumed to have used up the same 95% of his allotted innings heading into the playoffs? But if he pitched 35 innings and ended the regular season fatigued, he would also enter the playoffs equally fatigued? Sorry for such a basic question but I just want to be sure I have that right. No. 95% is a floor. If he's used more than 95%, he'll have his actual usage.

You get a couple extra days off before the playoffs and during the playoffs if you win faster than your next opponent. Your pitchers will recover and accumulate innings as if they didn't pitch in a regular game.
