Does leftover recruiting money carryover from cycle 1 to cycle 2 even if I've filled all my openings and have no scholarships available? I'm planning to have some scholarships open up after the season and I'm wondering if I can carryover money from cycle 1 to cycle 2 without having openings.

Yes, funds will carry over from the first session to the second recruiting session.

They do not carryover from season to season like they did in HD v2
