I was part of a merger and somehow ended up with the #1 pick. My budgeting wasn't setup for that and now I can only max out at 14. Do you think that is detailed enough or should I shoot for an unsigned pick and go with 20 next year?

I'm assuming you mean that you can only get to a max of 14 with your HS and/or college scout budget? That is definitely not ideal, so you would be rolling the dice to an extent with your pick. Your highest rated players should be decent, anyway, even with only 14 in your scout budget. But maybe not worthy of the #1 pick. So you might want to select a Mamma's Boy Undecided player and wait until next season, when you would have 18 in your scout budget.
