I was at high, got knocked down to moderate by a d1. The d1 hasn't offered scholly, I have. Recruiting is over at 11 tonight.

Will I be able to sign him with moderate vs very high if the d1 doesn't have a spot for him?

You have 25% chance to sign and or he might go Juco if the division One offer wasn't a legitimate offer.

Promise start and minutes. Have you done it? If the D1 team is vh and you are moderate… I don't know what they spent, but you must have spent little since he never offered a scholly.

Do you have in your notes that Promise start and Minutes equals 50% chance to hit on two times?

Yes he will sign if d1 doesn't offer and you are the highest school with an offer and spot, even if you are only moderate or even low. I think he signs at the 2am cycle that exists after recruiting ends even if you can't put effort in after 11pm (eastern) but others can confirm this.

This has been my experience too.

I've tried to "force" kids to go Juco rather than sign with a moderate/low lower division team, but it doesn't work, kid will sign on the last cycle if he has any offers.

I've tried that on my 3rd bronze at bat I am on my 15th silver at bat with 3 times its being stitched up. I think it'll have significant results rather than putting me at 400 stitches tonight I got a big game and have had significant success chopping.
