But I like the idea of bumping the baserunning aggressiveness. I've found Baserunning to be more important than just Speed, in a team context.

The out modifier for gb vs fb is actually Power (paired comparison against the pitcher's gbfb). Offensively it is an XBH modifier but it also factors into outs. His team's avg Power is decent, about league average, it's not like he has a batch of slow <50 speed <50 power guys. He doesn't have any of those actually
Yes he has mostly slow guys which does affects the timing to 1st base, but the other rates are all league average, his final total should not be such a massive outlier. To me the only factor that makes sense in context of his roster is BR aggressiveness being too low.
