I understand the scenario you're describing but it seems like it'd be a risky move for me while I'm getting used to the system. What would be indication that a D1 team is not prioritizing a guy? Being listed as Very High but not giving the guy a scholarship offer?
When I was at DII, a DI coach at Moderate was enough to scare me away, particularly if they were a high prestige DI. DI Sims can still be beat, as shoe said, provided they aren't Very High or High on an Early or By End of 1st recruit.
If a DI coach hops on one of your targets at Very Low, it might just be a backup option for if/when his main targets fall through. To me, if they get to Moderate, they're trying. And if a DI coach is trying, you're not likely to win, unless it's a low-prestige DI and/or the recruit wants to play and you don't think the DI is willing to offer a Start. I've seen a handful of DII teams beat out DI teams.
