I also have no problem with limiting the total amount of available pitchers.
BUT, I don't LIKE (at ALL!) the 3 batter rule.
That's stupid and unnessessary.
Pitching changes are a manager's call. It's one of the most critical (and hardest) decisions the manager makes.
Most managers (IMO) are about 1 batter late. Bob Melvin always was 2 batters late in Seattle!!
The idea SHOULD be to remove the arm BE-4 the HR, not after!! Melvin could never figure that, same with AJ Hinch when in AZ.
Course HE don't have to worry much about that now.
The answer to the frequent pitching changes is in the hands of the batters. It's called effective use of the bat. AND that may require some 1st hand knowledge of the arm you face. When hitters start to "hammer" the 1st hittable pitch they get from the new reliever (because they effectively prepared!) then managers will be slower to just change relievers seeking an advantage. Balance always returns to the game IF we just allow it the time to adjust.
The 3 batter rule just means that 10 - 15 pitch specialists will be fazed out in favor of spot starter type arms and guys like Archie Bradley of the D'Backs who have (or could be) been starters but work more effectively out of the B-pen.
