One thing I would like to see is having all transfers in an area notify all teams in an area at all levels.

Maybe D1 immediately, D2 a cycle later if no D1 interest, and D3 a cycle after that if no D1 or D2 interest.

What are your thoughts on this?

In real life the notion of scouting transfers is ridiculous. Everyone knows how good they are.
