The Salary Cap Progressive League is a double season progressive with a salary ceiling and floor, as well as a bunch of other stipulations that have been very successful in ensuring that the teams are reasonably balanced and there is not much incentive to tank.

There is a lot of moving parts to the league, so it isn't well suited for an inexperienced owner. So I apologize if I can't give everyone the green light.
