The guy is a JUCO. He gets an offer to start and minutes at D2.

In the end, he has 70% chance to go D2, 30% chance to go D3.

He goes D3. Between divisions, the player should always go the highest if there enough resources put into his recruiting, which means high and very high.

Unless the player was in the D3 pool, the D2 coach had ample time to do exactly what you ask for. That’s what the red light does. If that effort wasn’t made until after the red light lifted, it’s a matter of priority.

Ok, so a D2 juco with a late preference. Fair enough. The D2 team would have to win outright, hold the D3 team out of signing range to prevent a battle. That’s still generally not an issue, if the recruit has been prioritized by the higher level team. Early effort scares the vast majority of D3 teams off, and prevents them from investing visits. Certainly a first session scholarship offer with a visit or two means you’ll (almost) never need to worry about a challenge from the D3. The exception of course is if the D3 is astute enough to correctly guess that you’ll break out ahead and then leave him alone, in which case they could potentially store up for a RS2 bomb. But still, we’re talking about priority. If the player is a priority, lock him up. If he’s not, that’s a choice you’re making, to leave yourself vulnerable.

And honestly the difference between D2 and D3 in real life isn't that great. A recruit might very well prefer a D3 school for any number of reasons, including that the school showed more interest in him. I understand the argument that sometimes pops up here that it's unrealistic for a recruit to choose Mount Olive when he has a scholarship offer from Duke. But I don't think that same line of reasoning necessarily applies to a recruit choosing Greensboro (D3) over Mount Olive (D2).

Does anyone else ever have problems with a DIII randomly dropping their whole budget on a D1 guy you're both pursuing during RS1?

Happened to me 2 years in a row, and its really damn annoying, not to mention stupid.
