I like the splits enough that I'd give him an SP5 job but put him on a pull of 4 or 5.

I always imagine the pitches are how effective the pitcher will be everytime they go through the batting order. First time through 71, second time through, 50. So you might get 4 good innings out of him? Course I play in SD in the NL so with a guy like that I'd have him pitching 90 pitch complete games and competing for a Cy Young.
Edit: That being said, he is a HS kid with already good stuff. Give him his 4 years of growth in the minors. Bring him up for his Rule V year and don't look back. I can see him being very effective.
