If I'm understanding your question correctly, I think it's better to re-define some terms. I wouldn't say that hitting is more dominant or pitching is more dominant at any cap level. There's a balance between the two at all caps. That said, lower caps tend to see pitching stats closer to their real life numbers or better and higher caps tend to see pitching stats worse than real life. This is due to the nature of the hitters you'll see at those caps and is true for the hitters, as well (they look better at lower caps and worse at higher caps). The sweet spot for realism is somewhere between $60-80m and depends somewhat on how the leagues are constructed.
