Developmental strategy question to the group...my understanding is HBD uses number of games rather than innings pitched when considering progress/development for pitchers. Since starters will pitch every few days, is it wise to use your top prospects who project as big-league starters as relievers in the minors to get more games in and speed up/maximize development?
And, since the lowest cap on number of pitches for starters is 40, and for relievers it's 5, you can limit injury exposure if using him as an RP. In essence, the game doesn't factor "learning how to win" or "working through a lineup" or other intangible things that help make a Jon Lester dogged type of starter.
