The question is NOT whether a D1 is ok recruiting a D3 (one years are always attractive).
The mystery would be how was he discovered.
There’s no real mystery, as far as I’m concerned. You come in as a new coach to RS2 looking to fill 2 slots, maybe you want *cheap* 1-year transfers, because you have a FB/P system. You aren’t going to get them among the D1 pool, so look at lower divisions. FSS a bunch of D2 and/or D3 states, use the advanced recruit search to look for where the transfers are, and figure out if you want them. You don’t need a lot of money to figure it out, either, but a new coach in RS2 has plenty to cover a LOT of ground via FSS. Then use the well-known game log trick to figure out if you want the guy or not, instead of spending more on scouting him up.
I know the timing bothers you but I don’t think that really should, either. I mean think about when guys are going to be cutting players. Right before the first couple cycles run is a great time to scout for transfers. Maybe do it for a bunch of D2 states the first cycle, if nothing works out, try again with D3 the 2nd cycle. Sounds brilliant to me.
