I have a $20 mil budget for IFA and haven’t seen the last three high profile IFA’s that were signed by other teams. Does my teams high win percentage have any factor to which IFA’s I’m allowed to view/sign?

Nah, sometimes you just get really unlucky. As best as I can figure, $20M IFA budget seems to still hide ~30% of the IFA pool or so.
