basic prog, but instead of only having next season draft class, maybe have next 3 or next 5 years to draft from.... want to draft george brett 3 years before he makes the bigs ans stash him on your roster. go ahead.
maybe limit keepers to 20 or so so..... thus if you are drafting and stashing guys for the future, it comes at a cost.
all teams draft till their rosters are at 25, then those teams with prospects stashed on roster continue to draft until they have 25 current major leaguers.

The NWP-RE has some elements that are similar. We allow players to be drafted up to 2 seasons in advance of their WIS debut (and players can be kept up to two seasons after their LAST appearance as well).

Teams roster 33 players. Each player is given a randomly generated season which can be +/- 2 seasons from the season we are playing. So if we are playing the 1912 season, your roster will includes player-seasons ranging from 1910-1914. If you draw a season in which your player is not in the database, then he is unusable.

We also use contract points with a fixed cap, which serves to limit how long you can keep a player. You can draft someone two seasons early, but the "cost" is you end up paying both a roster spot, and a contract point, for each season he is on your roster - whether or not he is usable.

There was a league where you could draft a player upon his first RL appearance as opposed to his first sim-eligible season. This player was referred to as a “prospect” and was basically IR’d until eligible. I believe you were only allowed one prospect at a time or maybe you could only do this every 2 years. There was some kind of restriction. The main effect it had was to scramble the drafts into different combinations than usual.
