I took a new job during the job change cycle. And as I started frantically scouting to find some recruits for signing period 2, I see I already have some recruits scouted to level 4 in my database. Why is that?

I believe you keep all the scouting effort by the previous coach, but you won't receive any of the recruiting effort.

If there had been recruiting effort put into a recruit, you should see a line adjustment called New Coach adjustment on the recruiting History tab.

Be warned, that I've seen what appears to be a bug twice in the past few months. The recruiting visits are listed that you've used some of the trips, but you are receiving none of the credit for them. Customer Service can reset which allows you to then use the visits.

can you elaborate a bit? i'm not sure i follow. i thought it was intentional that if the old coach did 5 HV, you could only do 15, and only got a small (but not zero) amount of effort for those first 5. i can't tell if that is what you are talking about or something different?

I'm pretty sure you're right gill. If the previous coach could only afford 10 visits, it wouldn't be cool for the new coach to come in with full funds for that scholarship and be able to offer the additional 10 visits. It also sucks because the new coach really has no shot at the recruit if the old coach already used a bunch of visits. It's a balancing act for the devs, although I guess they could just zero out all of the previous coach's effort. That way the new coach could still max out visits but would lose any AP advantage from the previous coach.
