Starter 4A and 4B Topic

Anyone know the reasoning behind allowing a Tandem 4a/4b but not a starter 4a/4b (Starter a,b options stop at 3)? Seems odd, and I have a specific reason for wanting to use a starter 4a/4b.

Tarek must have thought that the options he gave us were enough. We've asked for more options in the rewrite. We'll see what we get.
