My interpretation has always been that the player simply can and/or will not shoot near the bucket. So for distribution purposes, it's best if this player is farther from the post (so pg is much better than sf, for example). If I have a guy with single digit lp stuck at sf, I will tend toward low distribution, unless he's an elite perimeter shooter in a flex where that is emphasized and utilized all over the court.
I don't necessarily mess with the 3pt setting much in this case, like I don't set it higher just because he can't hit lp shots. It's not like I have to tell him not to try any skyhooks or anything. If it's a guy in the 50s or low 60s per, he can still score ok with good ath/spd/bh, he'll just primarily be a 2-pt jump shooter.
