He won't improve much overall. You can pick 3 cores - I would forget perimeter - and drop everything else to maintenance only, which is 3-4 for per, 6-7 for everything else (0 out the things that aren't essential for guard of course, rebounding, LP, and anything that's already yellow/red), and over the course of his career, he might improve 10-15 points in those 3 areas of green. Keeping in mind he'll also backtrack between seasons. He's not good enough to start without hurting the team if you want to be a championship caliber team, but you're not there yet, so you could theoretically increase his WE up to like 10-11 by the time he's a senior. He probably won't get to 90 in those categories, but low 80s is realistic, and that's pretty decent.
Is it worth it? Well do you have better options readily available, is your primary question. How easy will it be for you, with the resources you have, as an A- D3 team, to score a PG who will be meaningfully better? He's probably the best pure distributing PG on your team this season, IQ aside. Certainly for next season. So I wouldn't be too hasty to cut him until I had lined up a sure thing in recruiting for next year. Would he be "on the chopping block" for me? Yes. Every season, probably. But there's also a good chance that he sticks all 4 years, because that's just how recruiting at D3 is sometimes. Plans fall through. He isn't terrible, and your team isn't great.
