In 1965, the TV world met Maxwell Smart. A secret agent for the organization - Control. The evil adversary of Control was the organization known as Kaos. This progressive will be like no other and will involve organized chaos as well as require your control of your draft and team management strategy.
Bear with me on this explanation for this very unique progressive.
For the initial draft there are no franchises - we all start from scratch. The entire database of WIS players is available to you. The same player may be drafted more than once but that player will be from a different year and not be a clone. The only restraint you will face is a $110,000,000 salary cap. That's the Control part.
Now for the Kaos. And for this purpose, I am going to use an oversimplified example.
Team 1 drafts Babe Ruth - $26,701,562
Team 2 drafts Mike Schmidt - $11,155,114
Team 3 drafts Cy Young - $15,968,010
Team 4 drafts Bob Gibson - $8,038,874
At the end of round 1: the team with the lowest payroll(s) moves to the top of the draft order.
At the end of round 1: the team with the highest payroll does not get a pick in round 2.
At the end of round 2: the team with the lowest payroll(s) moves to the top of the draft order.
At the end of round 2: the team with the highest payroll does not get a pick in round 3.
At the end of round 3: lather, rinse, repeat
So, in this example, the draft order for round 2 is:
Team 4
Team 2
Team 3
Team 1 - no pick in round 2
All of your drafted players will progress one season at a time unless you decide to cut a player. Team payroll - not wins and losses - will set the draft order each season and the draft formula will stay the same: highest payroll teams do not get to pick in rounds 2 and beyond.
This draft is going to run like a well-oiled machine. Believe me when I tell you it will not be too complicated to follow.
Everyone gets a first-round pick.
In season 2, the player draft pool will be rookies from three different seasons starting with 1940, 1960 and 1980. The rookie pool will progress one season at a time. So, the 3rd draft will be 1941, 1961 and 1981.
This will be a 24-team progressive.
Initial draft order will be set by random draw.
Draft order - lowest to highest payroll based on opening day payroll from prior season.
* Tiebreakers - Head-to-Head, Division Record, Home Wins
Draft - will start at game 140
Keeper list - will be asked for by game 120
Stadium - announce your stadium at your leisure, no cloned stadiums
AAA - No AAA
I/R - Yes, unlimited
DH - No
Trades - up to 3 seasons in advance for players or picks
Vetos - 14 votes needed
Rule changes - may be proposed by anyone. 14 votes needed to adopt a rule change.
* The commissioner reserves the right to close loopholes without league approval.
