The League of Basketball progressive league recently finished its run after 47 seasons. I am starting a brand new progressive league with a unique and hopefully fun concept. We currently have 21 users from the previous league signed up for this one and are in need of 3 more users. Here are the details:

Dual Era:
There will be two years worth of available players each season, spread 30 years apart to avoid any duplicates. Ex. 69-70 and 99-00.
Reason: Gets rid of scrubs, makes later picks more valuable, and allows the league to continue indefinitely. Once the league catches up to the current season (I.e. 99-00, 29-30), the league will loop around for the next season (i.e. 70-71, 00-01).

Silent Auction:
Each draft will be done auction style. For the first draft every user will have the same amount of money to draft with. For subsequent drafts, teams will be given draft money based on previous season record.
Reason: Something new, makes later draft picks much more valuable, gives users more chances at the players they want, draft goes quicker.

Each offseason, the team with the worst record the previous season will be given $24. The next worst record will be given $23, etc all the way to the best record receiving $1.

There will be no lottery. Because of this, harsh in-season penalties will be given to teams abusing tanking rules.

For the first round, all users will submit bids to the commissioner. The commissioner will send his bids to the first three people who send theirs in.

You can bid all your money on one player, or spread your money out among as many players as you are able. Minimum bid is $1.

Any ties on draft picks will cancel each other out. The player will go back in the pool. The money will go back to those users.

Any user who still has money left after the first round of bids can submit a second ballot and a third etc until they have no money left.

After everyone is out of money, the first round is over and the second round can start.

Users will have the same amount of money for the second round as they did for the first round.

The second round goes until everyone is out of money.

After the second round, the draft is over. An add/drop period will start the next day.

Users can trade future 1st and 2nd round picks just as normal. If a team with $5 trades their 1st round pick to a team with $15, then the second team now has $20 and the first team has $0. There is no trading of partial picks.
1st season: 70-71/00-01

Everyone starts with $100 to spend on your 12 man roster. You can spend $89 on one player, spread it out evenly among all twelve guys, or do something in between.

Each user sends their ballots to the commissioner. The commissioner will send out their ballot to the first three users who submit theirs. $ must add up to $100 for all 12 players.

Highest bidder gets exclusive rights to the player. If there is a tie, no one gets the player.
- Subsequent Rounds: Whatever $ you have left is how much you have to spend. Any undrafted player is available. Any player who was in a tie the previous round is available.
