At D3 level, allow the transfer of unused recruiting money back to scouting on the last day. Allow an amount or portion control. Reasoning is this, I never have enough Scouting cash, and I almost always give recruiting cash back unused. I also think at D3, D1 player level recruits should be invisible or unrecruitable!
