Plumpy S72: Four Openings, prepping for UDH Topic

Plumpy is gearing up for Season 72, where we currently have four openings in a typically stable and long-running league. Lots of good reasons to join us including friendly banter (on World Chat and Discord), a fairly active blog and the following MWR:
1.) No team may win fewer than 55 games in a given season.
2.) No team may win fewer than 120 games over two consecutive seasons.
3.) No team may win fewer than 185 games over three consecutive seasons.
4.) No team may win fewer than 260 games over four consecutive seasons.

Teams failing to meet these win requirements will be required to limit their Prospect Payroll to $10M the following season, and will not be allowed to transfer money into Prospect Payroll. If such a team's Prospect Payroll exceeds $10M at any time during that season, the team will need to immediately transfer money to Coaching Payroll or Player Payroll to get Prospect Payroll at or below $10M. Failure to do so, or any roster moves making use of money in excess of $10M Prospect Payroll, will result in immediate expulsion.

In order to encourage a welcoming environment for new owners learning the game, first-year HBD players are not subjected to the MWR in their first HBD season: they do not need to meet the basic 55 win requirement, AND their first-season win total does not count toward their multi-season win total.

Regarding the Universal DH rollout: because we will start this year prior to the announced rollout date, this year will be played with pitchers hitting, but Season 73 will incorporate the DH.
