Rules:

1. No rookies, or waiver wire. CLONES ARE ALLOWED as long as they fit into the requirements below.

2. Each user is responsible for drafting and managing a team that remains in compliance with the league rules.

3. 9 round draft. Draft one player from each salary band. $9M-$10M, $8M-$9M...$1M-$2M.

4. When drafting, draft the player and salary band you want. Example: Player A, 9-10. Other salary bands of that player are available for anyone to draft.

5. Last three roster spots are to be filled in with player who have less than $500,000.

6. Draft Sequence: ABBABABAB.

7. Draft order: Draft lottery will use the New York Lottery. Each user will be given a time slot. The first three numbers drawn during that time slot will be your score. Lowest score will be number 1 and so on. Ties will be broken by whoever has the lowest 4th number.

8. A posted pick is FINAL. No changing picks after a selection is posted. If an ineligible selection is made, the draft will continue on and the user who made the selection will have to make another pick. Other users do not have to wait for the makeup pick to be made.

9. During the draft, site mail the next 2 users on the schedule after making your pick, or state that you cannot site mail and somebody will take care of it.

10. Draft will be on the clock. 24 hour rule in place.

11. Trades are allowed, but only for entire draft slots, not individual picks.

12. Divisions: Divisions will not be random. Divisions will be assigned based on the chart Sephy13 created at the start of the BOWIS year.

13. During the draft, please refrain from mentioning undrafted players.

14. No tanking playoff games. All "best players" must play at least half of their min/82 in every playoff game. Exceptions to be made for foul trouble or common sense reasons. Penalties will include an automatic forfeit of the next game.

15. The "Commissioner" may take control of any team refusing to comply with the league rules. A warning will be issued in the league forum and a sitemail, after which the user has 3 games to comply. All games in violation are 'losses'.

Just so I understand correctly, based on the rules any player salary over $10M is banned and cannot be rostered and essentially anyone 500k - $1M cannot be used.

No cap. Teams will be restrained by the the salary ranges.

Also confirming as it's not stated in the rules: player has a full season at 5-6M and the same season as a partial 3-4M and both can be drafted in their corresponding salary ranges. Additionally, no rule on clones. So I can draft a 9-8M season of a player and a 4-5M of that same player.

I don't think WIS let's you use multiple full/partial seasons for a player on the same team, so a single owner couldn't use a full and a partial.
