Has anyone been in a league that had a team salary-based draft order? It's always a challenge for a commissioner to identify those things that aren't clearly tanking, but are clearly making the players perform worse in order to get a higher draft pick based on won/loss record. It's easy to use a team salary-based draft order, but has anyone worked out when to set the order, and perhaps used performance-based incentives?
Would the team salary order be determined before game one, around game 20 (allows for some post-draft trades), or later?
Are there incentives such as if a team performs much better, or worse, than their salary-based order, their draft slot moves up or down?
