for a time, CS repeatedly and frequently responded no to the question of pulldown's existence. i don't think it was at all clear they were working as intended. in fact, i think the majority opinion was they were not. i seem to remember a 10 page thread of people bashing seabreeze for bring it to admin's attention. if people thought it was working as intended, why would they care if admin found out

Was that a clear loophole? I have never tried it nor know exactly what it does/did if it was brought to WIS attention and they failed to fix it then no they would, by doing nothing, say it is ok.

Cheating would be breaking the rules. I'm curious where in the rules it prohibits the RS thing that was used by some coaches?
