Skipped I think.  Of course they can pick any time after, just run the risk of having others pick after them.

Just a verification, the posted time is when you're on the clock so for example, deathproof has until 9:59 to pick and at 10pm calcutta could pick if deathproof hasn't picked.

They get skipped. 

Everyone after them can pick as soon as the person in front of them picks.

I have seen someone get skipped by five people by being late an hour.
