I understand, and it is a bit of a pickle. If you don't make any proxy picks for the missing owner, and he never shows up then you have an entirely undrafted team and you can't have that. On the other hand, if the owner does show up then the owner won't want a team that he didn't draft and you end up taking over a team that you didn't intend. And I should have let smokey know what was going on so he wouldn't have to "worry" about having an undrafted team that nobody wants. The way it unfolded does seem the lesser of two evils, and it's not ideal either for the reason you mentioned. I would make the rule...
If an owner is skipped for the 2nd time in a row, then proxy picks will be made unless the owner informs the commish ahead of time and instructs not to make proxy picks. All proxy picks will be final. In the event that an owner is unable to notify the commish ahead of time, like in the case of emergency, then the owner will be allowed to make replacement picks out of the remaining draft pool. What constitutes an emergency is left up to the commish's discretion and tender mercy.
I beseech the commish, as my case was clearly an emergency. I was sailing on the Titanic. As the ship started to sink, two girls were fighting over who would get in the lifeboat with me. The fat girl was winning. So I jumped overboard asked the captain how far away to swim to the nearest land. He said 2 miles down.
