No. Ronsouth is about to go on the clock in 5 min, booda can makeup pick anytime, HD goes on the clock at 7.
And, while ronsouth isn't on the clock yet, he can pick now because the person directly before him has picked.

While you're on the clock no one after you can pick, but those who've missed their time-slot can pick anytime.

New guys--the ON the clock draft times is kinda like a writing outline...or a human skeleton. It just keeps everyone honest and gives everyone a "hard time" when they know they can pick. We love to try to stay AHEAD of the clock whenever possible, but usually, someone doesn't send a proxy list and we all have to wait until their time slot has ended before the next owner can pick. Once the next owner picks, the following owner can pick immediately! he does NOT have to wait for his time slot.

Once we reach the end of a round, the draft goes OFF the clock until the next morning, meaning no one can be skipped until we go back on the clock the next morning, BUT we can still keep picking into the following day, even if there are missed picks outstanding.

Any owner who has missed their time slot and was skipped can pick at any time after they've been skipped. I know, it's kinda confusing, but you will get the hang of it pretty quickly.
