What's the ruling on drafting guys like Strasburg or Smoak who probably won't have WIS season in 09? Can you still keep them and use 200k scrubs instead or would they have to be dropped?

The original classified thread says "must meet WIS minimums" but doesn't say what the penalty is if they don't.
