I think the numbers were manipulated so they could show that Dems had poor cities.

Don't the Dems always proudly represent the poor? Did the GOP ever want anything to do with the poor?

I believe the Dems proudly say "We will help you not be poor".   This list was designed to say "Unh-uh!"

I know the Dems proudly say to bankers "We will help you not be poor" but do they say it to actual poor people?

Watch some TV.  All the time. 

With everyone's political affiliations so firmly entrenched, how do you get anything done?  Is it just free reign for whoever's got the majority?

I don't think everyone is "firmly entrenched".   I voted for Slick Willie and Dubya.   But, yeah, the majority gets their way and then, when they've f'd things up bad enough, people like me swap and the other guys get in.  McCain was my first loser.
