Parents definitely play a large role. I don't think anyone in their right mind would argue that. I am a firm believer; however, that your environment only defines you if you allow it. It's a choice.
The disadvantages that blacks have had to face over the last 200 years have been compounding the entire time.

No, see that's where you're wrong. It's ignorant and down right dangerous to act like people can't just choose to move up in life.
Moving up in life is not a matter of luck. Everyone has an equal playing field. I know you disagree with this, but tell me one way that blacks are at a disadvantage. I'm going to wager that you can't come up with one.
That fact that the % of students in those failing schools who apply to attend better schools is not 100% shows that b_l is once again totally full of sheit.
Someone, either the student or the parent(s), is making a choice that they don't want to attend that better school and start themselves on a path to a better life. They have the opportunity to get the exact same educational experience but don't even pursue it. Guess that's somehow society's fault too.
