Hey, I had a thought. If this is dumb or too complicated, don't hesitate to tell me.

What if when the teams that have 1/2 rights (or less) to "restricted" free agents use up all their draft picks, those players become free agents like all the Astros, Rangers, Rays, etc., as well?

Like I said, this could be way too difficult, and I understand if it is. Just a shot in the dark.

the thing is they can still a) trade for draft picks and b) settle for them via trade.

deanod is correct. Those players do not become unrestricted but rather those who own their rights can trade said rights. They can trade with the other team that holds them to acquire the player or trade them to a third team.
