You have to start a round, pick your guy, and then play a skip on a player if you so choose.  That will blacklist them.

At work, but you can use the skip card at anytime. As long as it is your turn. It doesn't have to be when you start a round. Just during your time slot.

The rules seem to indicate otherwise, or am I misreading them?

SKIP CARD--It is different from previous seasons. This will be used this version to blacklist a player from the team that you select at the beginning of your round.
