I usually use 4 main starters and keep at least 2 guys in the pen that can make spot starts if necessary. I seldom have trouble keeping starters at 100%. I do have a team playing in Coors, (which has a tendency to eat my bullpen given the hits it generates), but I always sign a guy at AAA with MiL options that can be an emergency pitcher when that happens.

To use whatever system you use, you have to build your roster for it, and maybe even take advantage of the "moneyball" players who are undervalued by others. The 30-40 dur, 30-40 stam pitchers are always out there....
