Let's do this, I'll relax the rule just a bit. I'll make it 5 starts over and also add that any pitcher can make up to 20 starts. That should make it easier for owners to adhere to the rules. That still should help to keep things realistic, which was the intention of the rule. Who wants to see Maddux or Gibson start 60 games for a team.
Since it's now easier for owners to not break the rules I'll make a stiff penalty for those that do. For each illegal start a pitcher makes the team will forfeit one game that the pitcher started against each of the 3 teams within the division.

Team 20. I take it those teams aren't "in order" yet? ie, those aren't in order according to the random set of numbers?
