how sure are we on the sims actually putting addition recruiting effort in after the first cycle?

I've done a bit of experimenting by putting various amounts of effort into recruits early and then waiting for them to drop to me or to a sim once the signings begin.

I think initially sims may invest in not only a few priority recruits but also put some effort into a few backup options as well (recruits where they don't show up on the consider list immediately). As the recruit's standards drop I've seen my team show up right about the same time sims start appearing on the consider list of similiar recruits.

Not always true. For their first and second options the sims sometimes do go for some very quality players. C and B simmies rountinely go after top ranked players and sometimes actually land them
You're talking about DI, this is DII.

A couple seasons back with my A+ Bryant team I took a recruit away from a D2 simmy. Recruit had really good ratings for D2, something like 40ath/hi, 70reb/hi and 55-60lp/hi. So yea sometimes sims do go after good D2 recruits.
