One suggestion - When a team either moves cities or stadiums in Real Life, that team gets first crack at moving to the new stadium/city in the league. If they don't want to do so (they want to move to a different city or stadium) then the new stadium/city comes open, and not before.

This way, nobody can snipe, say Ebbets field when it opens, before I decide thats where my Dodgers will move to in 1913.

I like that plan. This is a group effort and I welcome all suggestions and comments.
