OK ... I did a quick look at the NCAA stats for the 2009-2010 season with respect to defensive fouls (per team, per game).
Total Teams: 347
Teams with >= 20.0 Fouls/Game for an Avg: 72
%>=20.0 Fouls/Game: 21%
Avg Fouls/Game: 18.7
Max Team Avg: 24.2 (Kansas State)
Max Fouls, 1 Team, 1 Game: 45 (Seattle)
Max Fouls, Both Teams, 1 Game: 78 (Seattle Vs Washington)
There were more than 100 games where one team committed 31 or more fouls in the game (the site only showed the top 100 for that category and there were 31 games showing where one team committed 31 fouls, so it could be more than 100 games.

More stats for the 2009-2010 season:
Max Free throws one game, one team: 67 (Marshall) (OT game)
Max Free throws one game, one team: 61 (Washington) (Non-OT game)
At least 100 games with one team taking at least 44 Free Throws.
